I'm new on OTRS.
We need the customer put the criticality and the impact when he creates an incident. Then the incident priority will be determined automatically according the criticality/impact table.

Criticality is inherited by the service.
impact can only be set by the agent. If you wan't to set in in the customer interface you'll ned some custom development
