Multiple levels of approvals for change

Hi,
I'm trying to implement multiple levels of approvals for the change management.
I did some tests, but for now I saw that as limit the insertion of a single user as change manager, and then once he approves this change the status go directly in approved.
I would instead implement a second level of approve. After the first level of approved a second change manager must give his autorization for complete the approval process.

Can you help me?

I just look for work orders, but i don't understand how they works.... ))
There are a guide about this?

Another question... if possible work with groups and not with person?
If yes, where i can create the groupe (es. Approve level 1), and insert the righ user id under this Group?

you can create agent Groups. So you can create a helpdesk group and assign the agents that falls under the group.. and so on
