index.pl file download problem

index.pl file download problem

when i try to navigate from one page to another page or press any button on admin screen i get this error and nothing happens when i download the index.pl file, it just happens repetitively until i restart Apache.
You do not have the required permissions to view the files attached to this post.

a otrs.RebuildConfig.pl often helps :)
