Responses template: add a To: email address field

Hi Guys,

Does somebody have an idea how to implement this:

An agent should send a ticket reply to the sender of an email (the To: field will be filled automatically with the correct address) and a CC to some fixed email addresses.
The problem is that there are sometimes up to 20 addresses and it takes too long to type them manually.
My idea was to create a new Responses template, add to the template a new email address field and put the email addresses there, but I cannot find how to add a field to a Response template.
May be somebody has a better idea how can I reach my aim.
