Is there a way of configuring the system so that customers passwords expire after n days?
"Frontend::Customer::Preferences" shows a number of options for controlling the password, but I can't see anything relating to expiration.

not exactly, but if you're using an external authentication, the password expiration will follow that authentication method.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
