Unable to add notes on a change

How can we add notes to a change? We only have de "edit" button.
Thanks.
Using:
OTRS HELP DESK 3.3.5
OTRS ITSM 3.3.5
POSTGRES 8.3

Use the edit Button

there is no extra Note for a change
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master

And what about working orders? We have the same problem.
Using:

Work Orders have a "Report" Link for the workorder agent where he can add text and change the state of the workorder
