I'm talking about an agent#1 which is not the owner, the ticket is locked by another agent#2, and agent#1 must receive notification about e-mail client.

Not easily, to be sure, but you've morphed this topic from "How do I do a basic task" to "How I do this related, but involved other task."
Your original question was answered. If you wanted to start with this question, why didn't you?

There is no easy way to mass assign responsible/watcher for tickets in a queue. If you want this, you may need to create (program) a ticket event that sets this as tickets are created.
Or, don't lock tickets (not pleasant).
