How to make a notification for agent by event Followup (received an email from a client) if the ticket is locked.

Agent preferences, Notifications Yes, Queue highlighted in "My Queues"

I'm talking about an agent#1 which is not the owner, the ticket is locked by another agent#2, and agent#1 must receive notification about e-mail client.

Set agent1 as responsible or watcher.

There is no easy way to mass assign responsible/watcher for tickets in a queue. If you want this, you may need to create (program) a ticket event that sets this as tickets are created.
Or, don't lock tickets (not pleasant).
