Hi,
is it possible to have persistent IMAP/IMAPs so that incoming e-mail will be handled/queued by OTRS immediately? If so, what do I have to configure? If not, is bugs.otrs.org the correct place for such a feature request?

No, but the proper way to handle this is to have ticket emails arrive at your otrs server and be processed via, for instance, procmail (linux) or a smart smtp server (windows)
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
