I am getting this error in my cron mail:
Can't locate package Kernel::Language::en_CA_Survey for @Kernel::Language::ISA at /var/www/otrs-3.2.6/Kernel/Language.pm line 176.
Anyone have any ideas what I am missing ?

you are missing that file. You might be successful in copying the US english version as that filename.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
