If I am posting in the wrong forum. I apologize. I am a little frustrated.
I want to evaluate your helpdesk OTRS for a government agency. It will be used on a closed network. No access to load perl packages, or to do web installs. I've been trying to load it on my home computer via the OTRS zip file but I've ran into multiple issues.
I would really like to evaluate this software for possible use. Can you tell me if there is a way to install all of the appropriate files on a closed network? If so, where can I find the files and installation instructions?

sure ... create the machine as a vm offsite then bring it onsite via USB.
You should be able to obtain the perl modules the same way you obtain the OTRS install.

OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
