I install OTRS 3.2, windows version (using IIS 7) and get this error message :
Kernel/Config.pm isn't writeable! If you want to use installer, set the Kernel/Config.pm writeable for webserver user!
I googled to find this out but no luck. Appreciate to help me on this, thank you.

check permissions on Config.pm and make sure, for instance, that "Everyone" has write access to it.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
