I have my site running with ORTS 3.3.1 on IIS, but currently I have to navigate to {IPaddress}/otrs/index.pl to get it to load.
I have tried changing the site default folder in IIS to C:\otrs\otrs and gave my IIS users group full access to c:\otrs and all it's contents.
When trying to load the site from just the IP address {IPaddress}/index.pl is fails to load with a 403 Forbidden error, but yet still loads on {IPaddress}/otrs/index.pl
How can I get this to direct straight to index.pl when using just eh IP address in the browser?

Have you installed activeperl?
I just installed OTRS on Windows Server 2012 using IIS 8 and it is pretty straight forward...shouldn't have any issues....
Version: OTRS & ITSM 3.3.8
OS: Windows Server 2012
DB: MS SQL 2012
Web Server: IIS 8
