Is there a template for new user accounts?
If so where is it configured?

Hello,

Go to admin -> System administration -> Framework -> Frontend::Customer
OTRS 3.3 + OTRS 3.2 + OTRS 3.1 + OTRS 3.0 + FreeBSD + MySQL
