When is the status of the ticket changed from "new" to "open"?

Whenever the conditions are met that you have to define. When you created a change, you'll see a "Conditions" link in the change zoom. Have a look at http://doc.otrs.org/itsm/3.3/en/html/ch ... dp33634848
