Time Accounting Project Report showing all agents

Hi Everyone,

I recently upgraded to OTRS version 3.3.4 and TimeAccounting version 2.3.1. We're having a problem with project reporting in time accounting. For some projects all agents are shown, even if they have zero time logged against the project. I can't figure out why this is only affecting some projects, around 10 out of 100, spanning from the original install date to present.
