issue JQuery Flot API after upgrade from 3.0 to 3.1.20

Hi,

I've upgraded my ORTS version 3.0.10 to 3.1.20. Everything went fine without errors.
When I now logon to the website, I get an error message: Namespace Core.UI.Chart could not be initialized, because jQuery Flot API could not be found.
I'm unable to figure out where this issue could be.
can someone help me?

Please follow the UPGRADING exactly. Also delete all caches, the Loader Cache and also the Browser Caches
