Change Queue without being Owner

Hi Guys

I'm trying to figure out how i can change the queue without being the owner, i'm currently getting this message:

"Warning
Message: Sorry, you need to be the owner to do this action!
Please change the owner first.
Go back to the previous page"

I have tried for a few hours to dig about the configs and cannot find anything, only reference i can find is this
Ticket::Frontend::MoveSetState:
which after more digging i found this to put in the config.pm
$Self->{'Ticket::Frontend::MoveSetState'} = 1;


Can anyone advise how i may be able to get around this?
