Default open ticket /w no owner?

Default open ticket /w no owner?
Is there a way to open a ticket w/o it auto-assigning owner as the ticket creator? Our current ticket system leaves them unassigned until such time as someone claims a ticket. Right now, OTRS is setting the person who opens as the owner. I created a generic agent "Ticket Pool", but it's not a very elegant solution.
OTRS 3.0.11 / IIS7 / MSSQL 2005 / VMware ESX

You can give root@localhost the ownership...
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
