[SOLVED] Upgrade to 3.0.11 from 3.0.10?

Hi all,

How do I upgrade from 3.0.10 to 3.0.11 on Windows?
When I try to install the executable it says OTRS is already installed... I stop the service and the same warning pops up?

Also how do I run

From OTRS 3.0.x: Make sure you run bin/otrs.RebuildConfig.pl after the upgrade so that the configuration is refreshed. Otherwise the system may not work.

this on Windows?
