Question about dashboard permissions

If I go to Frontend::Agent::Dashboard, I see a few items here that have various keys. One of them is Permission. I was going to delve into how to add new widgets here, but to start I wanted to experiment with altering one existing one. I changed the escalation one to the params I want and it works great. My next step was to see if I could lock it so it only displays for certain users. I figured a perm setting would work, but it just has "rw" in permissions. rw of what group, users or something? How do I tell it what group/perm level? Or am I going about it wrong?
