FAQ on Email delivery

hi!

i'm using OTRS, everything works except sending outgoing e mail! could you please help me to solve this issue!
I've configured incoming messages using pop3 and it works very well but when i try for outgoing messages using smtp it doesn't work at all! and the same information is working everywhere even in outlook and in other open source i'm using now so if u can help me plz i appreciate ur help!

OTRS logs will be your first indication of what's wrong, but since there are 15 different ways to troubleshoot sending, you'll have to start by telling us what you're trying to do, what your SMTP server is (type, not name/ip address) and information that appears in logs when what you're expecting to do isn't doing it.

here is the what i printed from the system log:

Fri Nov 11 10:28:42 2011][Error][Kernel::System::Email::SMTP::Send][117] Can't connect to smtp.myinstitution.subdomain.domain: No connection could be made because the target machine actively refused it.!
[Fri Nov 11 10:28:42 2011][Info][Kernel::System::Email::Send] Error sending message

and for other system we are using, it works with the same configurations! so i would like to know if i can get any help from you and it will be highly appreciated!

the configuration i've made are the following:

from sysconfig via sendmail, i'm using SMTP sendmail module;
host is the one we are using in my institution: smtp.myinstitution.subdomain.domain, port is 25, authentication user is the email i'm using to receive messages which works well very there, and its password.
those are the configuration i've done! so plz any help is appreciated!
