Problem with show non-English letters!!!

I have now started working with OTRS third. I need to use the Lithuanian language menu. All other language changes regularly (show good), but using the Lithuanian language is causing the problem: all non-English letters show bad (show blocks). After I change the Lithuanian language for Agent, agent does not connect to the OTRS. :(
