Notification 'Event'(ISTM) doesn't work after the upgrading

Hallo Community,
after the Upgrade from 3.0.8 to 3.1.1 my notification event doesn't work.(ITSM Change notification)
I want to send a notification to the WorkOrderAgent if the Changebuilder/Changemanager do an Update in the WorkOrderInstruction.

In the picture you can See my settings in the notification rules.

What is wrong?
