Here is what I understand concerning the concept of "responsible".
In OTRS, you have a singular owner of a ticket.
This person is ultimately "in charge" of the ticket. They are allowed certain options for the ticket that other users of the system are not.
By setting another user in the OTRS system as "responsible" they are also given the options to make changes to the ticket, as if they were the owner.
The responsible party also receives any notifications regarding that ticket.
This setting allows multiple users to edit a single ticket.
