How to configure Web Services

Hello,

I have recently installed OTRS 3.1.4 and I'm newbie.
How do I configure the GenericInterface Web Services to get info from another sytem (e.g http server) ?
I would like to configure GenericInterfaces using OTRS as provider and a PHP custom made interface as requester.
Precisely, I want to create an OTRS ticket from this PHP custom made interface.

Thank you for the reply, but I already have used the Admin-Manual and the material is too general.
I need something, little bit detailed, specific to my case, if possible.
