HTML editors in OTRS

I tried to make some Salutation, signature and other templates needed for our business.
The templates needs to be formatted. I tried to use formatting icons in the OTRS HTML editor, but it looks as they does not work properly.
For expample I trid to put some text in block and then apply some formatting. Usually it does not work at all. Sometimes formattiing is appled but not the way it is expected.
Is this editor not working propely only in my setup or it does not work in any OTRS installation?
