Custom Notification Event

Hello,

I'm using OTRS 3.1.6 and need to set up a Notification based on an event. The notification must be sent automatically to the owner when there's no update on the ticket in the last 24h.
Can it be done with the Pending Reminder? If so, how can I configure that to automatically send the notification?
