[SOLVED] Can only change responsible if agent has RW perm

Hi;
We are trying to establish a support team with 2 levels: 4 agents with full rights and 7 agents with restricted rights.
When a ticket arrives, one of the 4 agents (admins) are responsible for moving the ticket to the right queue and setting the owner and responsible agent.
We want these restricted agents to be able to read, create tickets and add notes but NOT TO move tickets or change owner or responsible.
I concluded that the 4 agents with full rights can only change the Responsibility to one of the other restricted agents if the restricted users have RW permission to the queue/group. If not, these restricted users do not show up on the (new) Responsible combobox.

Is there something I am missing or misundertanding?
