Apache's child process sporadically restarts on Windows

Hello everyone,

Our company recently upgraded from otrs 3.0.8 to 3.1.7 which runs on Windows Server 2008 R2. As we had issues with the Apache's child process we decided to create a complete new machine, install the OTRS for Windows package (3.1.2) from otrs.com and migrate the data from the otrs 3.0.8 environment. We ran some tests and as time was passing there has been updates in this new environment so that it was finally 3.1.7 when we migrated. Now as the migration was successful the crash happened again but this time with a different error message. Information about the old and the new system below. I have checked the Support Assessment and obviously everything is installed and configured correctly (all lights green). It would be very appreciated if you could help me solving this issue, many thanks in advance.

MySQL 5.1.51-community-log
Perl 5.12.3 (MSWin32) is used.

MySQL 5.1.53-community
Perl 5.12.2 (MSWin32) is used.

Win7 Service Pack 1 is used. (actually 2008 R2)
