Can't access dynamic fields page

Hello everyone!
I have a problem that I can't solve. I can't open Dynamic Fields page in administrator's pannel. When I check at System Log I have an error that says:
Table 'otrs.gi_webservice_config' doesn't exist, SQL: 'SELECT id, name FROM gi_webservice_config WHERE valid_id IN (1)'

I use otrs-3.1.10 and I have upgrade my product from 3.0.*

you did not follow all upgrading steps successfully. Do a new upgrade
