Installing and Upgrading to OTRS 3.1.x or higher

Hi Moderators,

Just few questions and queries :
1. Is version 3.1.x or higher is free?Do I need a license to continue using it in production?
2. If can use for free, can I upgrade from 3.0.16 to 3.1.10?
2. If not, which free version can i use in production?

All versions of OTRS are open source and you can also download them for free
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master

Thank you. Is it necessary to upgrade to beta (otrs-3.1.0.beta1-01.noarch.rpm) until the latest beta package (otrs-3.1.0.beta5-01.noarch.rpm), before upgrading to 3.1 (otrs-3.1.0.rc1-01.noarch.rpm)?

Or can I skip the beta part, say for example : From otrs-3.0.16-01.noarch.rpm to otrs-3.1.0.rc1-01.noarch.rpm
