Incomprehensible message in log

Incomprehensible message in log

Hi!
some times a day I see message in OTRS log:
Fri Nov 23 02:20:05 2012 error OTRS-otrs.GenericAgent.pl-10
Can't open '/opt/otrs/var/tmp/CacheFileStorable/DynamicField/334cccae58f19f4eddf0885c84435089': No such file or directory

but I don't understand the reason of this message. :(

OTRS cannot write the file to disk. Did you run the otrs.SetPermissions.pl script?

I'm not system admin. What is this script do & when it must be run?
Is it need any parameters :?

please read the INSTALLATION file
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
