user read only privilege

Hi to all, sorry if I speak english, but I don't know deutch.
I have a question: I configure an user that can read only the ticket.
When with this user I try to list all the ticket I can only see the number near "total request" but in "my queue" nothing. The only way to list the ticket is to do a "find". In "my preference" I set correctly to watch "my queue".
Is this correct?? I would expect to see all the ticket in "my queue" without the possibility to modify them...
