Attach file in an internal memo

I'm not able to attach a file to an internal memo. How do I activate?

it can not be deactivated. So attachments are possible for all articles
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
