Download pop-up index,pl

I get a download pop-up when I try attach file in note screen.

In apache I get this ERROR: [Tue Jan 15 17:22:40 2013] -e: Use of uninitialized value $ServiceID in hash element at /opt/otrs//Kernel/Modules/AgentTicketActionCommon.pm line 842.

What is this ?

When I try to change the ticket owner also occurs.
