OTRS v 3.1.1

I have been successful in creating response templates for our agents with
  • To,
    Subject and
    Text
fields all pre-filled although I would also like to have the
  • next ticket state and
    Time units(minutes)
also pre-filled.
I know this is possible with creation of a phone ticket through 'AgentTicketPhone.dtl' but how do we pre-fill upon our responses also?
