otrs strippng attachments laregr than 2 megs in size

we have an otrs server that runs on windows xp . the otrs is deleting attachments that are larger than 2 megs in size.
attachments that are smaller than that are not being deleted . i have looked at the log files but there is no indication as to what
might be causing this problem. any help in resolving this issue will be appreciated
