Notification Tool for Windows 7

We've just started to use OTRS and now I'm wondering if there is any client tool for windows giving direct notification about new tickets, even if the webbrowser is closed. Just like Outlook where a small pop up appears when a new mail is arriving (On my Android Device it's working fine with DS Helpdesk).

Yes, I know that... But I think it's unnecessary to spam the mailbox. Using the iPhoneHandler Extension I have the possibility to use an Android or iPhone App for Example. So theoretically it wouldn't be any problem to do the same and write a small windows tool which uses the extension to check every minute if new tickets have arrived showing them in a small popup and maybe opening the browser with the specific ticket when clicking on the notification.

So second question: is there any documentation of the iPhoneHandler API?
