Can't change owner or add internal note

Hi.
I installed OTRS 3.2.6 a couple a weeks ago and then upgraded to 3.2.7 and later 3.2.8
It's running on a CentOS 6.4.
I thought everything went fine and started to add customers and services.
My agents log in via an LDAP connection and thats working fine too.

But today when I started to use the system I noticed that I can't change owner on a ticket or add an internal note. The system just wants me to download index.pl
It works if i change the owner to my self but not if i change owner to a colleague.

When i check the log files, the only error i can see is:

The system changes the owner or adds the note.

I have set up the system to use outlook.com for external mail, and that seems to work.
I can send email to and from the system without any problem.

I hope someone can help me.
