error registering user

When a user registers for the first time, the user info is entered and after clicking the submit button the server returns internal error. Possible misconfiguration or internal server error. Check server log for possible error. There is nothing in the server log. The user is created in otrs but I have to manually add a password before the user can interface with the system. Any suggestions?

OTRS version 3.2.10
Windows Server 2008R2
