Permissions Owner

I can't assign owner permissions to an agent who is denied access to be able to change the owner permissions. How i can do this?
H1 and H2 are agents, but H2 has permissions to change owners denied. How I can do so that H1 can change the owner of the ticket to H2?

H2 needs owner permissions on the queue

but I want that h2 can't change the owner of the ticket, but that other agents can be assigned to h2 a ticket and i cant do this.

Add a group to Module Registration of the Owner change and don't have H2 a part of it.

please read the admin manual.

I also strongly recommend not to fiddle around with these kind of settings if you have no experiance with OTRS.
