csv german special character translation issue

Hello,

My problem is:
When CSV output is generated, in excel file 'Priority' field's translation should be 'Priorität' but it is visible as 'Priorität'. I know this is the problem because of translation written in 'de.pm', but It generates correct output at frontend while it generates wrong ouput in CSV file. I wonder How it is possible to make it correct for all possible cases. If someone can help me, please reply.

you importet the file with the wrong character set into excel (hint: use Open Office instead)
