Notification even looping

we are install new otrs 3.3.3 and config Notification Management.

Name: new ticket notification
event : article create
ticket filter :
state : new
Recipient groups: all agent

subject : new notification

body :

Hi <OTRS_CURRENT_UserFirstname>,

there is a new ticket in "<OTRS_TICKET_Queue>"!

event email notification trigger looping send agent more than 500 emails ........... ?????

Why? Agents get notifications if Notifications Yes and queue highlighted in agent preferences My Queues.

Maybe just a stupid guess...

Some agent has the same email address OTRS is fetching emails from? I've experienced something similar because I was sending notification to the email address used by OTRS to fetching email... so a notification was sent, then an email is arrived and through fetching OTRS was creating another article, then the notification was triggered once more and so on, looping till the end of time ...

we are not using any OTRS to fetching email.

notification event select article create. but notification going loop.
