OTRS Windows will not install

Hello,

I just downloaded the OTRS windows installer, and nothing else. This is a normal computer for which I'm installing it on.

I have Active Perl installed.

See the attached images for the error I'm getting while installing.

What can I do about this?

For the information, it works without the Active Perl installed and just using the installer "normally", although it's extremely slow.
