Notify On Ticket State Change

I am trying to make a notification that will notify a certain group when a ticket state is changed to a custom state. We want a group to be notified when a ticket is set into a 'review state'. I have created a notification in notification management, but it doesn't seem to notify when the state changes. Any ideas? Is there more to setup than just the notification?

What OS? What Version? What do the logs say? Screenshots? How can we replicate your experience?
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Hello crythias.

I have Centos 6.5 box, with OTRS 3.3.6 running on it. When I look at the system log, I don't see any failures, but I also don't really see anything saying that the notification checker ran. I will attache a screenshot of the notification that I created. I am wondering if I forgot something in setting this notification up.
