OTRS bad performance

Hello!
I have Hyper-V machine with Windows 2012R2 on it(resources are not limited, server is modern, everything is ok here).
I have installed OTRS 3.3.7 with msi package, default settings, StrawberryPerl,MySQL, etc...
Configured SSO, so any customer have automatic log-in. Everything works fine, but it lags...
Any page opens for about 3-5seconds.
Support Assesment module says that everything is perfect,but:
Check for CGI Accelerator.
You should use FastCGI or mod_perl to increase your performance.
I have tried to install mod_perl, got package, copied all files. With only LoadFile 'C:/otrs/StrawberryPerl/perl/bin/perl516.dll' - it works, but when LoadModule perl_module modules/mod_perl.so - it crashes.
Do anyone have some suggestions?
Which configuration is the best for OTRS? I can install it even on Ubuntu server or any other *nix based system with any kind of modules, just tell me which ones:)

the best is UNIX/Linux based. I usggest Ubuntu. Check the admin manual for setup details
