iPhone App - Change Management

Would someone tell me if it is possible to allow a Change in ITSM to be approved via the OTRS iPhone app or if it is possible to even add that feature to the app?
I am not clear on how integrated the ITSM package is with the core OTRS.
does the API exist to even allow perhaps a second app to be developed for ITSM items?

It would be nice if a Workorder Agent could change the state via a reply to email. That way an approval decision could be made without having to wait for someone to log into a web interface.

Looking at the Postmaster Filters it looks like it can be done via email.

I would still like to know if it could be done via an app, either the current OTRS app or one just for ITSM extension.

Just trying to create a Postmaster Filter to change a Workorder from "Requested" to "Accepted" by replying to the notification email and adding the word Accepted to the subject.

I don't see or just don't know which to choose to get it to work.

actually this is by design but it might be developed (at least the Webservice part sounds feasible)
