I want to create dropdown menu for services

I want to create drop down menu under services.i had created the services bt the drop down menu is not came in my otrs.Can you please suggest for these

under free fields in services the drop down menu is disabled and how to enable it.
i have created the services under ticket settings---->services. Please find the below attachment.

Services are assigned to customers or they are assigned to Default Services within the same module within Admin.

Agent Manually select for a service to a individual department customers.

This doesn't mean anything to me.

An agent cannot select what isn't provisioned.
The Service:

• Must exist
• Must not be invalid
• Must either be assigned directly to the customer of the ticket OR assigned as a Default Service
• Must not be filtered via ACL

There is no such thing in OTRS. Please explain better what you want to do.

we have five departments in our company.Each one has a different department like finance,software,accounts like this,so i want to create similar departments under free fields.Then i will assign a appropriate department to the particular ticket.
