Is there any way that a Customer User can create a ticket on behalf of another Customer User?

No[t within OTRS]. This is for obvious security, spoofing, and spam reasons.
An HTML *form* can be created with legitimate "on behalf of" customer *lists* or filter on domain or something, so it will arrive at your OTRS instance as an email.
