I have a question in OTRS 3.3.1 is possible to place the SLA as required field

You can set "SLAMandatory" to "yes" for several screens. See SysConfig option Ticket::Frontend::AgentTicketFreeText###SLAMandatory

And by code , it is not possible to activate the SLA as mandatory ?

Please upgrade to 3.3.latest. There is no proper way to support 3.3.1 as many of the bugs and security issues have been addressed.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
